I will answer your question exactly as you asked it. A typical cell phone charger will draw .010 amps from the wall outlet when it is not connected to the cell phone. .01 amps = 1.17 watts.

The cost of 1.17 watts of electricity, assuming you pay 6 cents per KWH for your electricity, is $ .000168 per 24 hour day. Less than .1 cent. You can afford this. :)

If your cellphone charger is a heavy duty hog it could be costing you up to half a cent per 24 hour day to leave it plugged in.
