hey im thinking bout buildling a cage for my red tail boa in my garage and keeping my boa there the only thing i have a worry about is how hard its gonna be to maintain the heat and temperature in the tank in the winter since i live in maryland and stays pretty cold from fall to winter hits lows of about 20 some thing so i was wondering if its poss able to put a snake out there?

Even if you have a heat source the ambient temperatures can still affect the snakes, I know this from personal experience as I had to keep my snakes in a similar place for a few weeks. Unless you can get some sort of insulation for the garage I wouldn't keep them out there. The temperatures will be too cold and your snake is very likely to go of it's food.
