Am I guessing correct that this is a new fixture? If not, quit reading my answer and go back to the answers from frank and gordon (and pick one as best answer while you're at it).

If I am correct, this is a two-lamp fixture. The manufacturer will usually pre-strip the insulation off of the end of the wire. They will sometimes also twist the wires together. This is not a big deal. Just separate the wires and retwist together, except that this time you will keep the like colors together.

Connect to your house wiring and install the fixture.
