Can my partner claim tax credits for my child when he is not her father?

My partner is about to start work and we would like to know if he can claim child tax and working tax credits when he is not my child's biological father.

I live with my second husband and have two children from a previous marriage. We have a joint claim for the children.

For tax credits - you can claim jointly for the child but he needs to be working at least 30hours per week and the children must be under 16 or under 19 if in full time education.
